GCI Launches Pilot Program with OCCC to strengthen market integrity and media and content monitoring.

Las Vegas, March 31, 2026 – Gaming Compliance International (GCI) today announced the launch of a partnership with the Ohio Casino Control Commission (OCCC) to provide the OCCC with a total view of the gaming market in Ohio, both licensed and unlicensed, and to strengthen monitoring of advertising and media content, and to identify and mitigate activity of unlicensed gambling operators.

GCI will work hand‑in‑hand with the OCCC to map and analyze emerging and existing black‑market gambling operations, monitor local and online advertising channels, and identify potential links between licensed and unlicensed entities. The collaboration will use advanced analytical tools and investigative techniques designed to protect consumers, uphold the integrity of Ohio’s regulated gaming industry, and support state enforcement efforts.

GCI will deploy its software, which monitors audience activity in a jurisdiction and produces reports based on its findings. GCI will provide its gray and black-market identification software to the OCCC with a pilot program designed to better identify, monitor, and stop unlicensed gambling activities from taking place in Ohio.

“We are looking forward to working with GCI team in Ohio to better identify and understand black-market behavior across the state,” said Matthew Schuler, Executive Director of the Ohio Casino Control Commission. “As regulators, the tools that partners like GCI provide to us are invaluable in helping our entire team stop illegal operators and ensure the integrity of gaming in Ohio.”

“As the gaming industry continues to grow, providing regulators with the appropriate tools to understand behavior that is occurring online and in person, both licensed and unlicensed, across their state is critical to ensuring consumer protection for their citizens,” said Matthew Holt, CEO of GCI, “GCI is honored to be collaborating side by side on this important pilot program with the OCCC and proud of the agency’s commitment to a safe and thriving regulated gaming marketplace in Ohio.”
